Drones are a growing business in Europe, delivering services in all environments, including urban areas. Mapping, infrastructure inspections, precision agriculture, delivery of goods and e-commerce are just some of the services possible using drones. A clear framework at EU level would allow the creation of a truly European market for drone services and aircraft, thereby harnessing potential for jobs and growth creation in this new sector of the economy.

U-space is the European Commission program to deploy the architecture and related systems to support Very Low Level drone operations both in remote and urban areas. One year ago the Concept of Operations for U-space was published. Now it's time to study how it can be implemented in a real scenario like Barcelona city area.

This project will address the challenge of implementing the U-space ConOps in the Barcelona city Area. To do so, the following tasks are defined:
- In-depth study of the current version of U-space ConOps.
- Identification of relevant stakeholders and experets within the Barcelona City Council (local authority) related with the areas impacted by the ConOps.
- Execution of a set of interviews to gather insights
- Creation of a white paper about the governance model of a potential implementation of U-space in Barcelona.

 
Overview (resum en anglès):
The objective of this project is to analyze the impact of the regulations that mange the operations of unmanned aerial systems, UAS, in order to develop a proposal for an airspace structure over the urban area of Barcelona and to investigate the viability of the public services provided by the Barcelona City Council that can include UAS in its technologies¿s catalog.

First of all, an exhaustive study of the current UAS regulations has been carried out. In this regulation two types of activities are distinguished: EASA, acronym for European Aviation Safety Agency, and not EASA. The first set of activities is intended for general operations. The second refers to activities carried out by public administrations in matters of public safety (police, rescue and fire prevention activities).

In the case of EASA activities, the impact of the regulations on the urban area has been evaluated and a study has been carried out of the available airspace that exists in order to assess how current regulations would affect the city of Barcelona.

In the case of non-EASA activities, this report focuses on operations carried out by an official State authority, in this case the Fire Protection and Rescue Service (SPEIS).

Finally, proposals have been taken into account, with a high probability of being able to be executed in the future and they have been reflected on the city to see what impact they would have.

After analyzing all these aspects, conclusions have been obtained about the future of the airspace of the city of Barcelona to see if these regulations comply with safety while allowing the development and implementation of technology, not only at the recreational level, but also at the level. professional.
