    Nowadays, the aviation has become a need because it is the only worldwide rapid transportation way. This fact has generated an industry growth by increasing the demand with consequent capacity problems, either in airspace or airports. The main objective of the present thesis is to develop a simulator to manage the arriving flights at Barcelona airport (LEBL) by optimizing the slot assignment from a Pre-Tactical point of view, that is to say some days before the flights take place. At the end of the project it will be possible to see that the developed algorithm achieves better cost results than the current slot-allocation algorithms, such as the Ration by Schedule (RBS).

    The slot-assignation process applied in this thesis is based on the Ground Holding Problem (GHP), a method that allows to study the way to distribute ground delay between aircrafts at their origin airport. To do so, the cost associated to each aircraft for each possible arrival slot at LEBL will be computed, and then the data will be analyzed to determine the slot-allocation that provides the minimum global cost.

    Afterwards, the GHP problem equations will be solved taking advantage of Gurobi Libraries. Finally, once the ground delay has been applied to all the flights studied so the minimum global cost has been achieved, the results will be provided to another thesis in order to accomplish a Tactical study, that is to say the same day of flight operations [Zheng, 2015]. The final goal is to obtain a global simulation that will allow to perform a more complete and realistic slot-allocation to the Barcelona airport case by combining a Pre-Tactical and Tactical assessment.
