Descripció del contingut i pla d'activitats:
Se trata de un trabajo práctico resultado de la estancia de
prácticas en la aceria del grupo Celsa (Castellbisbal).
Analizar cómo funcionan los sistemas integrados de gestión
ambiental en el sector de la acería del grupo de iindustrias
Celsa e intentar incorporar estos sistemas a las normativas
españolas
Celsa Group tiene diferentes plantas situadas en diversos
países de la Unión Europea, en algunos de ellos, en el sector
de las acerías, se ha integrado un tipo de sistema de gestión
de residuos, los llamados sistemas colectivos de
responsabilidad ampliada de productor. Se definen como el
conjunto de relaciones, procedimientos, mecanismos y
actuaciones que, previa autorización y supervisión por las
Comunidades Autónomas en cuyo ámbito territorial se implanten,
pongan en marcha los agentes económicos interesados, acuerdos
voluntarios aprobados o autorizados por las administraciones
públicas competentes, o mediante convenios de colaboración con
éstas, con la finalidad de garantizar la recogida selectiva de
los residuos (en este caso los residuos de envases metálicos
del proceso de la acería).

Overview (resum en anglès): To deal with the uncontrolled generation of waste, the European Union has developed comprehensive waste management systems that aim to minimize the negative environmental impacts produced. In the first block of this project, it is intended to elaborate the bases to understand what a waste management system is and how it is regulated.

Once the concept of the Extended Producer Responsibility System (EPR) is understood, the role of recycling companies is assessed through the legal schemes considered.

To understand the relationship between the organisms of these schemes, an expert on urban waste is consulted through an interview.

On the other hand, the main problem for CELSA is exposed, a higher cost of the iron scrap that comes from the EPRs compared to the rest of the iron scrap and, as a solution, it is proposed that CELSA participate in the EPRs scheme in order to be rewarded for the purchase of recycled material.

To see the differences between the Spanish EPR and the current system in the United Kingdom, which does participate in the scheme of these systems, a brief comparison between them is presented.

Finally, the conclusion reached is that the new regulations applied to EPRs indicate that the role of recycling companies will remain as it has been until now and they will not be rewarded. On the other hand, there are systems in which recycling companies do participate in the compliance scheme. It is also concluded that there are not enough PROs for all waste streams and that these have different Environmental objectives from those of the Administration.
